Director General of Police (Prisons) H.N.Sathyanarayana Rao on Wednesday served a notice to former deputy DIG (Prisons) Roopa D. Moudgil to apologise or face legal action.
Rao’s notice comes weeks after Roopa’s internal report sought a probe into allegations that Rs2 crore was paid by former All India Anna Dravida Munnetra Kazhagam (AIADMK) general secretary V.K. Sasikala for preferential treatment.
“You (D Roopa) are required to get an apology duly published in all leading newspapers in the next three days, failing which I will be constrained to initiate appropriate legal proceedings both civil and criminal against you to recover damages from you and the same is quantified as Rs50 crore tentatively,” Rao said in the notice issued to Roopa.
Roopa’s internal report citing corruption and mismanagement among other allegations and subsequent transfer out of the department had become national headlines causing huge embarrassment to the Siddaramaiah-led Karnataka government.
“I have received a notice but I have done my duty,” Roopa said on Thursday.
She added that there was a complaint registered with the state Anti Corruption Bureau (ACB).
On 12 July, she submitted a report to Rao citing drug abuse, unregulated movement of prisoners, and threats and assault of medical staff by prisoners. Roopa said she had heard former that Sasikala had paid a bribe of Rs2 crore for preferential treatment. Her report also highlighted preferential treatment to fake stamp paper kingpin Abdul Karim Telgi.
Rao and Roopa were taken to task by Siddaramaiah—who holds additional charge of the home ministry—and were moved out of the department after they approached the media to argue their respective stands.
Rao was sent on leave, while Roopa was transferred as commissioner for traffic and road safety, Bengaluru.
It was reported that the allegations had caused severe damage to his name, fame, integrity and caused mental agony to him.
Roopa said that there was a confessional statement given by ‘Australia’ Prakash (V.C.Prakash)—the accused in the election commission bribery case—to Delhi police that he had arranged a meeting with one Mallikarjuna (a close aide of T.T.V. Dinakaran) and Sasikala.
Roopa said that the ACB should take the lead since there was an existing complaint and investigate into the matter. “I am sure truth will come out,” she said.
