High hopes from Kerala Budget 2018

Kerala Finance minister Thomas Isaac in his budget speech during 2017 criticized Demonetization and sated it as an ill-advised plan. More than a year later when he comes to present his second Budget, the problems created by Demonetization has greatly affected the smooth functioning of the state. At the same time, Kerala State government cannot simply escape from their responsibility by solely putting blame on Central government

While it is true that so many of the policies of the Central government have adversely affected states including Kerala, the irresponsibility of State government in a number of policies are also result of the current financial problems of the state.

Time and again the biggest problem of Kerala was that many projects declared during Budgets never gets completed and every next financial year the Finance minister revamps the project and presents it as a new one.

Something similar can be viewed in the case of Thomas Isaac too.

Though a lot of money had been allocated for development of state and also socio-welfare schemes, much of it has not yet been completed because of the lack of proper funds.

In last year’s budget Government had declared that Free treatment for lifestyle diseases. Primary health sector to get Rs 2,000 crore. These health centers will provide free diabetes, cholesterol drugs.

The budget makes provisions for the creation of over more than 5,000 medical posts, including doctors.

But the strike of doctors a few days ago demanding more posts shows that this project was not introduced effectively in the first place.

A major problem faced by Thomas Isaac was that he expected many funds from KIFBI which he didn’t get and which adversely affected the completion of projects.
