Railway Budget 2018 : Here are the full details of Railway budget allocations for states

Narendra Modi government in their last Union budget 2018 before the 2019 Lok Sabha elections . Finance Minister Arun Jaitley presented the Union budget 2018 last week and allocated a total sum of Rs 1.48 lakh crore to Indian Railways. As the old custom of presenting a separate Railway budget was removed by the government, like last year, this year too a merged budget was announced by the finance ministry in the parliament.

People had high expectations from the government on Railway front as Railways, the national mode of transport contributes significantly to India’s economy.

Here are state wise Railway budget allocations and project announcements:

Kerala

There are 10 railway projects under the execution phase in Kerala. These projects cost Rs 7,017 crore and are 738 km in length. From an average of Rs 372 crore in 2009-14 to Rs 923 crore in 2018-19, the railway budget allocation has seen a growth of 148%. The government has announced one doubling project of Shoranur-Ernakulam 3rd line of 107 km, worth Rs 1,518 crore.

Tamil Nadu

The state has seen a rise of 190% in its railway budget allocation, from an average of Rs 879 crore in 2009-14 to a total outlay of Rs 2,548 crore in 2018-19. Tamil Nadu currently has 27 on-going railway projects. These projects are for 3,198 km in length and are of worth Rs 20,064 crore. The government has announced one doubling project between Baiyapannahalli to Hosur of 48 km, which will cost around Rs 376 crore.

Madhya Pradesh

Madhya Pradesh witnessed a rise of 906% in its Railway budget allocation, which has gone up from an average of Rs 632 crore in 2009-14 to a total outlay of Rs 6,359 crore in 2018-19. The state has 36 on-going railway projects for 6,279 km, worth Rs 63,064 crore. Two doubling projects has been announced by the government which includes doubling of 4th line between Dholpur, Jhansi and Beena of around 322 km and doubling of Nimach- Ratlam line of 133 km.

Punjab

Punjab has 15 Railway projects for 904 km, worth Rs 14,244 crores, which are under the execution phase. In its railway budget allocation, Punjab has seen a rise of 581%, from an average of Rs 225 crore in 2009-14 to a total outlay of Rs 1,532 crore in 2018-19. The Modi government has announced a doubling project from Amritsar to Chheharta of 7 km.

Telangana

There has been a 94% growth in Telangana’s budget allocation. The Railway budget allocated for the year 2018-19 is Rs 1,813 crore. There are 15 on-going projects in Telangana which are worth of Rs 16,930 crore for 1,739 km.

Uttarakhand

The railway budget allocation for Uttarakhand has gone up from an average of Rs 187 crore in 2009-14 to a total outlay of Rs 1,490 crore in 2018-19. Therefore, there has been a rise of 695%. The state has 6 railway projects for 605 km in length under the execution phase which are of Rs 19,207 crore.

West Bengal

West Bengal has 67 on-going railway projects for 4,662 km, costing Rs 46,798 crore. The budget allocation has gone up from an average of Rs 4,380 crore in 2009-14 to a total outlay of Rs 5,437 crore in 2018-19, marking a growth of 24%. Two new doubling projects have been announced by the government, which will cost around Rs 1,985 crore. The new projects will include provision of 3rd line between Chandil-Anara-Burnpur section along with additional loop line at Nimdih, Urma, Tamna, Charra and Bagalia stations of 125 km and doubling between Purulia and Kotshila of 36 km.

Andhra Pradesh

There are 32 on-going projects in Andhra Pradesh for 5,016 km, costing Rs 47,989 crore. Andhra Pradesh has seen a growth of 314% in its railway budget allocation, from an average of Rs 886 crore to a total outlay of Rs 3,670 crore in 2018-19. One doubling project from Pennukonda to Dharmavarm (excluding Dharmavaram), worth Rs 295 crore has been announced by the government.

Bihar

For Bihar, the railway budget allocation has gone up from an average of Rs 1,132 crore in 2009-14 to a total outlay of Rs 4,407 crore in 2018-19. Therefore, there has been a rise of 289%. The state has 52 railway projects for 4,832 km at a cost of Rs 47,905 crore, under execution. The government in Budget 2018 announced one doubling project- Darbhanga bypass line connecting Shisho Halt and Kakarghati (excluding Darbhanga Yard) at a cost of around Rs 131 crore.

Assam

Assam witnessed a growth of 176% in its railway budget allocation from an average of Rs 2,122 crore in 2009-14 to a total outlay of Rs 5,866 crore in 2018-19. The state has 21 railway projects under execution, which involves a length of 1,879 km and worth of Rs 57,000 crore.

Chattisgarh

The railway budget allocation has gone up from an average of Rs 311 crore in 2009-14 to a total outlay of Rs 3,964 crore in 2018-19. Therefore, there has been a growth of 1,173%. The Modi government has announced one new line project “Chirimiri-Nagpur Halt”, which will cost Rs 114 crore. Currently, there are 19 railway projects under execution, costing around Rs 28,524 crore for approximately 2,750 km.

Gujarat

A rise of 717% in Gujarat’s railway budget allocation has been noted. The allocation has increased from an average of 589 crore in 2009-14 to a total outlay of Rs 4,809 crore in 2018-19. Two new doubling projects at a cost of around Rs 1,541 crore has been announced by the finance ministry which will include Mehsana-Palanpur of about 65 km and Rajkot-Kanalus of about 111 km. At present, Gujarat has 39 on-going railway projects for 3,791 km, costing Rs 26,139 crore.

Jharkhand

Jharkhand has seen a growth of 542% in its budget allocation from an average of Rs 457 crore in 2009-14 to a total outlay of Rs 2,933 crore in 2018-19. The government announced two new lines and three doubling projects in Jharkhand worth Rs 5,315 crore which will include a new line connecting Parasnath-Madhuban- Giridih of 35 km, a new rail line connecting Namkum-Kandra of 106 km, doubling of link line between Lodhma and Piska bypassing Hatia/Ranchi with Y connection of approximately 17 km, provision of 3rd line between Chandil-Anara-Burnpur section long with additional loop line at Nimdih, Urma, Tamna, Charra and Bagalia stations at a stretch of 125 km. The government has also proposed doubling of line between Talgaria station to Bokaro N/Cabin section in Adra Division of 38 km. Currently, there are 30 on-going railway projects in Jharkhand, covering 2,306 km of distance and are of worth Rs 26,308 crore.

Karnataka

The railway budget allocation for Karnataka has gone up from an average of Rs 835 crore in 2009-14 to a total outlay of Rs 3,353 crore in 2018-19, witnessing a rise of 301%. The state has 31 railway on-going projects for 4,143 km, costing Rs 35,252 crore. Somde new projects has been announced by the government which will include a 160 km suburban network at a cost of 17,000 crore, in Bangalore to help reduce congestion and save commuting time for passengers. Apart from this, two doubling projects, worth around Rs 545 crore will include Baiyapannahalli to Hosur of 48 km and Yeshwantpur to Channasandra of about 22 km has been announced.

Haryana

There has been a 352% growth in Haryana’s railway budget allocation. The amount has gone up from an average of Rs 315 crore in 2009-14 to a total outlay of Rs 1,422 crore in 2018-19. The state has 12 railway projects under execution, costing Rs 13,760 crore for 1,132 km in length.

Odisha

The railway budget allocation for Odisha has increased from an average of Rs 838 crore in 2009-14 to a total outlay of Rs 5,252 crore in 2018-19. Therefore, there has been a rise of 527% in railway budget allocation. The state has 36 on-going railway projects, costing Rs 43,751 crore for 4,750 km.

Delhi

Delhi has witnessed a growth of 180% in its Railway budget allocation which has increased from an average of Rs 96 crore in 2009-14 to a total outlay of Rs 268 crore in 2018-19. Delhi has 6 railway projects under execution, costing Rs 4,742 crore for around 332 km in length.

Maharashtra

The on-going Railway projects in Maharashtra include 36 projects at an estimated cost of Rs 59,624 crore, covering a distance of 5,976 km. There has been a growth of 468% in Railway Budget allocation from an average of Rs 1,171 crores in 2009-14 to a total outlay of Rs 6,658 crore in 2018-19. One of the major projects announced by the Modi government to is a doubling project worth Rs 1,860 crore. Another new project to develop the state’s Railway sector is Igatpuri- Manmad 3rd line, which will cover a distance of 124 km has been announced. A suburban network of Rs 51,000 crore has been announced and it will have line doubling of 90 km with additional lines of 150 km. The network will also include elevated corridors on some sections.

Uttar Pradesh

The state has seen a rise of 593% in its Railway budget allocation from an average of Rs 1,109 crore between 2009-14 to a total outlay of Rs 7,685 crore in 2018-19. At present there are 73 on going railway projects, worth Rs 64,279 crore and cover a length of around 6,475 km. 9 doubling projects cost around Rs 7,988 crore has been announced. The doubling projects will involve around 581 km, which will include the distance between Phaphamau to Unnao via Kunda Harnamganj of 200 km and New Coaching complex and Kanpur of around 3 km. A provision for 4th line between Dholpur, Jahnsi and Beena, covering a distance of about 322 km has been announced. Chipiyana Buzurg to Dadri connecting Down loop of Maripat and holding line of Dadri in connection with DFC of 12 km, and Allahabad to Bumrauli flying over at Subedarganj and connecting to UP loop of Bumrauli of 10 km has also been declared by the government. A provision for 3rd line between Ruma Chakeri- Chandari in connection with DFC of around 13 km, and Aligarh Junction- Daud Khan parallel to UP line and construction of flyover at Daudkhan connecting DN loop line of Daudkhan to common loop of New Daudkhan (DFC) of around 7 km have been announced too.

Rajasthan

Currently, Rajasthan has 27 on-going railway projects of Rs 45,833 crore, covering a distance of 4,937 km. Rajasthan has seen a rise of 567% in its budget allocation from an average of Rs 682 crore in 2009-14 to a total outlay of Rs 4,553 crore in 2018-19. The government has announced four doubling projects, worth Rs 29 crore, which will include 4th line between Dholpur, Jhansi and Beena of around 322 km, 4th line between Mathura-Dholpur junction of 107 km, doubling of Agra Fort and Bandikui line of 150 km and doubling of Degana- Rai ka Bagh line of 145 km.

Himachal Pradesh

Himachal Pradesh has seen a growth of 257% in its railway budget allocation from an average of Rs 108 crore in 2009-14 to a total outlay of Rs 387 crore in 2018-19. At present there are 4 new line projects under execution, worth Rs 11,623 crore, covering a distance of 260 km.

Jammu and Kashmir

There has been a growth of 89% in Jammu and Kashmir’s Railway budget allocation, from an average of Rs 1,044 crore in 2009-14 to Rs 1,976 crore in 2018-19. There are 5 on-going railway projects at a cost Rs 21,247 crore for 486 km in length.
