Samajwadi Party the richest Indian regional party : ADR Report

Total income of the 32 regional parties in India in 2016-17 was Rs.321.03crore.In this Samajwadi Party is the richest with Rs.82.76 crore, says the report which has been released by Association for Democratic Reforms (ADR).In the ADR report, it says that the total expenditure declared by these 32 parties for 2016-17 is Rs.435.48 crores.32 parties which belong to this showed Rs.114.45 crore collectively as unspent income.

 

As per ADR report, the richest regional party is Samajwadi Party, second place goes to Telugu Desam Party(TDP and third richest is AIADMK.SP’s income of Rs.82.76 crore forms 25.78% of the total income of all 32 regional parties.TDP has a total income of Rs.72.92 crore and AIADMK Rs.48.88 crore. The total income of top three regional parties, when taken together, amounts to Rs.204.56 crore, which makes 63.72% of overall receipts of 32
regional parties together.

The basis for this report has been the audit reports in the website of Election Commission of India(ECI).On that audit report, out of 48 regional parties, audit reports of 16 parties are unavailable for the year 2016-17. The missing 16 includes some major regional political parties like Aam Aadmi Party(AAP), Jammu and Kashmir National Conference (JKNC) and Rashtriya Janata Dal(RJD). Thats why ADR’s study was done on 32 regional parties only.

Among these 32, 13 have shown an increase in their income in 2016-17 as compared to 2015-16.14 parties have shown a decline in their income as per the comparison. There are 5 regional parties which have not submitted their Income Tax return(ITR) to the ECI during 2015-16.T here has been a jump of 8.56% in the total income of 27 regional parties that submitted their ITR, making it Rs.291.14 crore in 2015-16 to Rs.316.05 in 2016-17.17 regional parties have declared a part of their income as unspent during 2016-17.15 regional parties have spent more than their income during the year.

The ADR report says, All India Majlis-E-Ittehadul Muslimeen(AIMIM) and Janata Dal(Secular)(JDS) have shown that more than 87% of their total income as unspent.D uring 2016-17, TDP had 67% income unspent.

SP has spent 33.78% of the overall expenditure (Rs.435.48 crore) considering the reports of 32 regional parties.

 

The parties had to submit their annual audited accounts to the ECI by October 31, 2017. Among the 48 regional parties, only 12 had submitted their audit reports on time.20 parties delayed their submission by several days ranging from 13 days to 5 months.ADR has observed that the most popular sources of income for regional parties in 2015-2017 are the grant, donations, contributions, gross receipts and interest income (bank, FD, TDR with the bank). The most popular expenses being election expenses, administrative and general expenses.
