The Al-Badr militant outfit, in a video released, showed three masked men displaying weapons, on Tuesday announcing its revival, has apologised to civilians who were injured in the grenade attack in Pulwama on Monday.
The outfit’s self-styled ‘divisional commander’ Hamza Burhan asked people to stay away from Army, CRPF and police deployments. “Civilians should also avoid political rallies. We plan to continue our attacks till the oppression ends in Kashmir.”

Issuing a threat to the local police, he said, “Police should either step back or pay the price.”
Claiming to have “strength close to 100 boys,” it said: “We will get around 200 more boys in the coming weeks.”
The police said they were “verifying the authenticity of the video.” They said they had wiped out the outfit with the killing of Muzaffer Naikoo, who switched from Lashkar-e-Taiba (LeT) to Al-Badr in an operation in Srinagar on January 6, 2017. Naikoo was active for nine years.

The four missing youth — Tawseef Ahmad Wani, Sameer Ahmad Seh, Nawaz Ahmad Wagay and Aijaz Ahmad Paul from south Kashmir —posted messages on the social media pledging allegiance to the outfit in May this year.
Al Badr is a pan-Islamic group and was active in Afghanistan. It started operations in J&K in 1998 “but failed to make its presence felt in the past one decade with LeT and Jaish-e-Muhammad taking the centre stage,” according to the police.
