In the past, the Winter session typically began in the third week of November and concluded before December 25. The timing of this session is significant as it is likely to kick off shortly after the vote counting process for five states on December 3, providing ample room for the political landscape to settle following those elections.
During this session, the Parliament is expected to deliberate on three crucial bills aimed at replacing the Indian Penal Code (IPC), Code of Criminal Procedure (CrPC), and the Evidence Act. The standing committee on Home has already endorsed the three reports pertaining to these bills. Additionally, another important bill awaiting discussion in Parliament pertains to the appointment of a Chief Election Commissioner (CEC) and Election Commissioners (ECs). This particular bill, introduced during the Monsoon session, was not pushed for passage during the special session of Parliament, mainly due to opposition and protests from former Chief Election Commissioners. The bill aims to elevate the status of the CEC and ECs to be on par with that of the Cabinet Secretary. Currently, they hold a status equivalent to that of a Supreme Court judge.
