As of now, there are over 700 pending private member bills in the Lok Sabha, with many introduced shortly after the formation of the current Lok Sabha in June 2019. Some of these bills were presented as recently as August during the monsoon session of Parliament. The upcoming winter session, scheduled from December 4 to December 22, is anticipated to witness potential disruptions in both Houses, fueled by controversies such as the cash-for-query involving TMC leader Mahua Moitra and other contentious issues.
Private member bills, initiated by MPs in their individual capacity, serve to draw attention to proposed new laws or necessary changes in existing statutes. According to a recent Lok Sabha bulletin, 713 such bills are awaiting consideration. MPs may provide a maximum of three notices to introduce a private member’s bill during a session. These bills often address critical issues such as the Uniform Civil Code, gender equality, climate change, agriculture, amendments to criminal and electoral laws, changes to constitutional provisions, and more. Parliamentary rules reserve the second half of every Friday during the session for members to introduce or discuss private member bills or resolutions in both Houses.
