Atal Dulloo, a senior Indian Administrative Service (IAS) officer of the 1988 batch, has been appointed as the new Chief Secretary of Jammu and Kashmir by the Union Ministry of Home Affairs. The appointment comes after the superannuation of Arun Kumar Mehta on November 30, 2023. Atal Dulloo, who was serving as the secretary of the Department of Border Management under the home ministry, has been repatriated to Jammu and Kashmir UT for the role. The outgoing Chief Secretary Arun Kumar Mehta, an AGMUT cadre IAS officer of the 1988 batch, had been serving in the position since May 31, 2021, and is retiring after reaching the age of 60.
A domicile of Bihar, Arun Kumar Mehta held significant bureaucratic positions in both Jammu & Kashmir and New Delhi throughout his 33-year bureaucratic career. The recent reshuffling in leadership also saw senior IPS officer R R Swain appointed as the new Director General of J&K Police in October, succeeding Dilbagh Singh. Swain, who was on central deputation for 15 years, took charge as the in-charge DGP from November 1 and is concurrently serving as the Special DG CID.
