Central government moves to ban the import, breeding, and sale of “ferocious” dog breeds like Rottweilers, Pitbulls, Terriers, Wolf dogs, and Mastiffs following a spate of fatal attacks by aggressive dogs. Authorities have urged local bodies to refrain from issuing licenses or permits for these breeds’ sale and breeding to curb such incidents.
The directive, covering mixed and crossbreeds as well, follows a report submitted by a committee of experts and animal welfare organizations, formed after a Delhi High Court order. The Department of Animal Husbandry and Dairying stresses the need for immediate action, indicating that identified breeds kept as pets will undergo sterilization to prevent further breeding. Official guidelines for implementation may also be issued by local bodies, emphasizing compliance with the court’s order and addressing concerns from citizens and animal welfare groups.
The Delhi High Court’s December 6, 2023, ruling instructed the government to expedite its decision-making process in consultation with stakeholders, ideally within three months. Additionally, states are urged to enforce the Prevention of Cruelty to Animals (Dog Breeding and Marketing) Rules 2017 and the Prevention of Cruelty to Animals (Pet Shop) Rules 2018 through local bodies and state animal welfare boards.
