Jacob Thomas was one of those officers who managed to rekindle the belief of people in the vigilance system, for however short a period of time. He had introduced a number of new regulations that was supposed to strengthen the fabric of vigilance, but he soon fell out of favour of the government following some allegations. But then you expect some of the changes he made to be continued in the system, but in an unprecedented move 33 out of 36 circulars issued by Jacob Thomas have been cancelled by current Kerala Vigilance Director N C Asthana. The reason cited for this mass cancellation is that the circulars are against the Vigilance rules.

Asthana had entrusted a team that involved two SPs and one DYSP to check the viability of the circulars
issued by Jacob Thomas. The team has found that except for three circulars, the rest 33 all stand in violation of the Vigilance rules. Among the circulars cancelled include important ones regarding social auditing, charge sheet submission, and other instructions regarding investigation.
Although it’s not uncommon for the new Vigilance Director to amend the circulars of the predecessors, changing 33 at one go is unusual. N C Asthana is all set to end his tenure as Vigilance Chief and go for central deputation as Additional Director General of Border Security Force.
