The University Grants Commission (UGC) is gearing up to introduce new regulations in 2023 that will enable foreign universities to establish campuses in India, a move aimed at benefiting high-achieving students who face financial constraints preventing them from studying abroad. This initiative will provide substantial reductions in tuition fees and merit-based scholarships to students with limited financial means. Notably, prestigious universities from the United States, Australia, France, and England, including institutions such as Oxford University, Melbourne University, Queensland University, Texas University, St Petersburg University, and Instituto Marangoni, have expressed their interest in establishing campuses within India. These foreign universities have proposed the establishment of cluster colleges.
The UGC has actively engaged with Indian and foreign stakeholders, receiving over 200 suggestions related to this endeavor. Education experts, like C. S. Kandpal, believe that the presence of foreign university campuses in India will enhance the quality of higher education, stimulate healthy competition, foster research and innovation, and create more employment opportunities.
The UGC has prepared a proposal for foreign universities to collaborate with Indian universities in the country to offer degrees. It’s important to note that foreign universities setting up campuses in India will not receive grants from either the state or Central governments. Furthermore, these universities will have autonomy over their admission processes and fee structures, with a requirement to maintain transparency in both areas. Despite these developments, experts anticipate that the fees for education in these foreign university campuses in India will still be considerably lower compared to studying abroad.
